Chris has worked for Peacock & Smith in Leeds since 2004 and has been a Director since 2007. He started working in the planning profession in 1997 and has developed a specialism in retail, leisure, hotel and other town centre developments, having worked for a wide range of private sector and public sector clients on a variety of development projects.

He has successfully led numerous complex development proposals through the planning system: co-ordinating public consultation, the preparation of Environmental Impact Assessments, preparing Retail Impact Assessments and negotiating planning conditions and legal agreements. He has also appeared an expert witness at a number of Public Inquiries. Steve specialises in retail, leisure and residential development. He joined Peacock & Smith in 2009 following several years working in the North West, latterly as the National Head of Planning for a multi-disciplinary practice. His extensive experience includes securing consent for a series of high profile complex projects including the redevelopment of town centres including Crewe and Seaham, along with securing permission for several food superstores and also residential schemes including the promotion of an EcoTown in Cheshire. Steve is also currently instructed to advise a large independent brewery on their ambitious new build programme.

Steve is a skilled planning professional specialising in complex planning applications and appeals including appearing as an expert witness at Public Inquiries many times on behalf of the scheme promoter for retail, leisure and residential developments, often utilising Direct Professional Access to instruct Leading Counsel. This invariably involves significant involvement in the preparation of associated reports such as Retail Impact Assessments and Planning Statements, negotiation of heads of terms of legal agreements and detailed wording of conditions in order to ensure a commercially viable and strategic advice on consultation of key stakeholders. Steve is commercially focused to ensure that clients’ expectations are delivered within prescribed timescales.

Anthony has worked in the planning profession since 1998 and he joined Peacock & Smith in 2010 as a Senior Associate. Anthony has been involved in a wide range of private and public sector planning instructions. In terms of the private sector, he has acted for a variety of clients (institutional investors in property, public quoted development companies, landlords, retailers, occupiers and individual developers) on proposals across the United Kingdom involving retail, leisure, residential and office uses, together with mixed-use schemes.

His varied experience ranges from plan monitoring, site appraisals, third party representations, managing the discharge of pre-commencement conditions, Certificates of Lawfulness, Section 73 applications and representations to development plans, through to complex development proposals and appeals. With regard to the public sector, he has provided planning advice and critiques to several local authorities on planning applications and supporting evidence, as well as producing retail and leisure studies on their behalf.

Katrina joined Peacock and Smith in 2016, having previously been Director of the Sheffield and Leeds offices of a national planning consultancy.  Katrina is also qualified as a barrister and was called to the Bar in November 2015.

Katrina advises both private and public sector clients on a wide range of town planning related matters.  She is commercially astute and is adept at providing clients with clear, pragmatic advice so that the development potential of their land and property interests can be maximised in a cost effective way.

Katrina has extensive experience across a variety of market sectors including residential, commercial, mixed use, leisure, retail and education.  Katrina has experience in leading on complex development proposals from conception through to determination.

Loraine joined Peacock & Smith as a Senior Planner in September 2012 and was appointed Associate in March 2014.  She started working in the planning profession in 2005 working in the private sector, and was previously employed as a planning consultant by a national planning consultancy in London. She has considerable experience of working for a range of private sector clients on commercial, residential, retail, court service and mixed-use based developments, predominantly throughout London and the South East.

Her experience includes project management and submission of applications, community engagement, enforcement issues, undertaking high level appraisals advising on intensification and redevelopment options for sites and negotiation of Section 106 and viability matters. Loraine has also been involved in the submission of a number of planning appeals (both retail and residential) by way of written representations, Hearings and providing written evidence for Inquiries. She also has experience of projects involving heritage assets and has recent experience of promoting youth hostel accommodation and office redevelopments in Central London and undertaking and reviewing employment land studies and assessments.

Matthew joined Peacock & Smith in 2016, having previously worked in private practice for a number of other consultancies. He is tasked with delivering various projects for clients across a range of sectors including, retail, mixed-use, residential, renewable and commercial.

Matthew provides a distinctly commercial focus always ensuring that clients’ expectations are met and practical  outcomes achieved.  This involves preparing, submitting and managing planning applications for a range of development types.  He undertakes complex site appraisals, prepares Planning Statements and Planning Appeal Statements.  He monitors and submits representations to Local Authority Development Plans.

Matthew has worked on multiple retail schemes on behalf of a national food retailer, leading on the role out of their small format stores across Yorkshire and the north East.  Matthew also has an extensive background in renewable energy projects working for clients to deliver solar and wind turbine schemes across the country.

Matthew has particular expertise and experience in the residential care sector, and has acted on care home schemes across Yorkshire.

Alicia has experience working across a range of sectors including residential, energy, commercial and retail sectors. Alicia has previously worked on behalf of a  major land owner within England, identifying development opportunities and subsequently making policy representations and submitting planning applications for a number of sites within the clients land portfolio. She has also undertaken work on behalf of an international airport and has experience with the Development Consent Order process for Nationally Significant Infrastructure Projects through acting on behalf of a national and international utilities company.

Caroline joined Peacock and Smith in 2017 as a Senior Planner having spent several years in both the public and private sectors in the North West. She specialises in retail, leisure and residential development and has been appointed by national retailers and private landowners to lead complex portfolios of planning applications across the country.

Caroline is an experienced Chartered Town Planner based in the Manchester office and has extensive knowledge of national, regional and local planning policy issues and the workings of the statutory planning system. Accordingly, Caroline provides planning and development advice to landowners and developers, promoting sites through the planning process and managing the preparation and submission of a range of planning applications.

Working on behalf of national food and fashion multiples, Caroline’s experience includes developing commercially astute strategies for the submission of planning applications, site appraisals and project management, along with the resolution of various intrinsic planning matters. Caroline has also been involved in the submission and presentation of numerous planning appeals across the spectrum, in both private consultancy and public sector capacities.

Rob was a founding Partner in Peacock & Smith when the company was formed in 1984, following a career which encompassed New Towns, Local Government, the House Builders Federation and consultancy. Rob led Peacock & Smith until 2007, since when he has remained as a full time consultant to the Company.

Rob continues to advise private sector clients on a wide range of planning issues, including residential, commercial, sports related and rural developments, together with mineral extraction and waste disposal. Proving that planning is wide ranging and rarely stands still, his recent successes range from obtaining permission for a major film studio, hotel and education complex, to devising a successful initiative for privately managed affordable housing in rural areas. He continues to project manage major projects and extend his record of giving evidence at over 300 Planning Inquiries and Hearings.
