Former Scout Green Depot, Manchester Road, Mossley

Peacock + Smith project managed a team of consultants to prepare and submit an application for a mixed use residential development incorporating several ‘live work units’.
The site was a former Council Depot that had a number of former storage buildings/workshops on the site and sat in between the Huddersfield Canal and River Tame. The Development Plan allocated the site for open space and recreational purposes and given the former employment use of the site, the continuation and contribution of the site towards Tameside’s economic land supply was also a material consideration. Other considerations related to protect species – bats, otters and water voles.
Peacock + Smith were able to demonstrate that as the Council was unable to demonstrate a sufficient supply of land for housing, paragraph 49 of the NPPF should be engaged and the ‘titled balance’ as set out at paragraph 14 of the NPPF was activated. Following discussions with the LPA, the Council approved the development subject to a Section 106 obligation (towards education, highways and public open space) in 2018.
