Silvano Limited will soon be submitting a planning application to the Royal Borough of Kingston Upon Thames for the redevelopment of the garages to the rear of Lovelace Gardens, Upper Brighton Road and would like to hear your views on the new proposal.
The Development and Site
The development site is located to the rear of Lovelace Gardens, off Upper Brighton Road in Surbiton (as outlined in red in the aerial image above). The railway line runs north of the site.
The proposal would redevelop the underused garage site to deliver two five-storey buildings providing 40 new homes, including one, two and three-bedroom family homes. The development prioritises high-quality design informed by the surrounding architecture, with landscaped areas around the buildings and a large communal garden and playspace. The scheme is proposed to be car-free (except dedicated disabled bays), with on-site cycle storage. Any effects on nearby roads, parking and access will be assessed and appropriately managed.
Key Elements:
- Makes efficient use of an underutilised brownfield site by providing housing which will contribute to the Royal Borough of Kingston Upon Thames Council’s housing need.
- Use of high-quality design, materials and landscaping, with new greenspace. A specific focus on the incorporation of energy efficient building fabric and renewable technologies, such as photovoltaic panels, green roofs and Air Source Heat Pumps.
- The proposals seek to ensure that surrounding properties will not be adversely impacted on in terms of privacy, daylight and outlook, and they will provide good levels of amenity for future tenants.
- The sites’ sustainable location provides future residents excellent access to Surbiton train station and bus stops, as well as essential amenities and services.
How do I comment on the proposed development?
Before the planning application is submitted, Silvano Limited are inviting local residents to have their say through a consultation website and a public consultation exhibition where you will be able to find out more information about the proposals and give your feedback directly to Silvano Limited and their team.
The public exhibition will be held at Surbiton Hill Methodist Church, 39 Ewell Rd, Surbiton KT6 6AF on Tuesday 14th July 2026 – Between 2pm and 8pm
